The consultants, City staff, and members of City Council, Planning Commission, and the Board of Zoning Appeals have been working together to develop a draft Middletown Development Code that will streamline both the zoning and subdivision regulations for the City of Middletown. Below are links to download a summary memorandum that outlines where there were significant changes to the regulations as well as a link to download the entire draft.  You may also download a more in-depth evaluation of the existing regulations under the "Project Files" tab. For those who may be interested in select topics, we have also included links to download individual chapters of the regulations. The City is working to initiate the adoption of the updated regulations in January 2017.  The City of Middletown is currently in the process of updating the city's planning and zoning code. These are the regulations that address how properties can be used within different areas of the city, as well as site design elements such as signage, landscaping, parking, and the subdivision of land. This MiddletownByDesign site will be used as a project website where the interested citizens can keep up to date on the progress of the project, download draft documents, and provide feedback on the project.

Since the December 2016 Draft, a number of changes have been suggested based on board reviews, public feedback, and legal review. Below are two links to download a full copy of new draft (with changes highlighted in blue for new text or red, cross-out text to be deleted). The second file includes just the pages of the draft where changes are suggested. This is NOT the final draft and the next steps include public hearings to adopt the text and maps where public input can still be provided.  Stay tuned for dates regarding adoption of new development code and zoning map.
